Jill Fitzgibbon currently serves as the management and budget director for the City of Miami. She began employment with the City of Miami on September 27, 1999 as the assistant to the City manager.  In 2007 she served as the interim public works director, was promoted to public works coordinator in 2008 and appointed as the management and budget director in 2009.
Jill graduated from NEO A&M College and holds a Bachelor of Science degree in Business Administration from Missouri Southern State University. She is an Oklahoma Municipal League Certified Municipal Official and a Class VI graduate of Leadership Miami.

The office of central purchasing for the City of Miami serves to accomplish the following objectives: 

1.  Provide consistent, uniform, and centralized methods for procuring services and materials with the primary goal of performing all functions, including the placing of orders and delivery of goods for all departments.

2.  Offer daily service and support to all designated requisitioners in the organization.

3.  Accurately define and designate the responsibility of expending City funds and improve the accountability of such expenditures.

4.  Assure competitive purchases and offer assistance in evaluating bids for recommendation to the City council, utility board, and special utility authority.

5.  To assure that purchasing policies and procedures are in compliance with all established City, state, and federal regulations.

6.  To promote better relations between the citizens, members of City council, utility board, and the staff of the City of Miami.
